History

RMRC is member organization incorporated in the state of Colorado to provide a forum to help organizations that engage in activities relating to the transmission, delivery and use of electricity to achieve reliable interconnected electric system operations through the coordination of training, planning and operation of facilities used in connection with transmitting and delivering electricity and to engage in any other lawful activities related to this purpose as approved by the corporation’s Board of Directors. The current members of the corporation are:

Western Area Power Administration is not a member of the Corporation but is a participating entity in the Corporations mission to ensure reliable delivery of electric energy.

RMRC was formally incorporated in 2012 but its members and mission date back to t 1958 when this group called itself the Rocky Mountain Power Pool (RMPP) until the year 2012. In 2012 prior to incorporating the group, realizing that it had never “pooled” power elected to change the name of the soon to be incorporated entity to Rocky Mountain Reliability Corporation. While these organization was not a formal organization until 2012 the member utilities have worked together to ensure the bulk electric system in the Rocky Mountain area is reliably operated. This was accomplished by working together to identify common issues and banding together to mitigate these issues, identifying methods to restore power in the event of a blackout, and planning and conducting training for operators who ensure the system reliability 7 days a week, 24 hours per day.

The Corporation today has three primary Committees as follows:

  1. Rocky Mountain Training Advisory Committee (RMTAC) – RMTAC plans and conducts annual training for System Operators who operate the bulk electric system. The training is conducted over five consecutive weeks to accommodate the shift nature of System Operators. The training provides an opportunity for System Operators from neighboring systems to train together on emergency operations and routine operations to ensure reliable operations. The training is normally conducted in the spring of each year.
  2. Operations Committee (RMRC OC) - The RMRC OC is responsible for the review and publication of the RMRC Blacks Start Plan. This confidential plan outlines the tasks to collectively and orderly restore the system in the event of a catastrophic failure. The RMRC also publishes the RMRC Regional map each year.
  3. RMRC Policy Committee – this committee develops policy for the corporation
